Implement the export configuration form on the new tab which allows user to choose which (valid) accounts they want to export. An option should be provided that allows the user to control whether the passwords for each selected account are included in the QR code(s)

Testing completed (on c-c, etc.): Comprehensive automated tests, manual testing with Thunderbird for Android against builds (including QA).
Risk to taking this patch (and alternatives if risky): Moderate risk, modifies new settings section, worst case breaks the settings of the application.
